Barbara is an older woman (70s), a one-time housewife who outlived her husband. She had been mild-mannered and unadventurous until she had the chance to literally be someone else. She takes it, in part, because she knows she's at the end of the road.

It’s true. One day after you gave me the necklace I was looking in the mirror and just for giggles I said her magic word and suddenly I was young again. And tall. And pretty. And I could do anything.
(coughs) I’m telling you, Donna, it works. I have been changing to Ishtar and having some fun. All these years I was a good wife and a good mother and a good grandmother. But I never got to have any fun. Well, I’m having some before my time runs out. And speaking of that, the report from the doctor is pretty bad. (coughs) I may be heading to hospice soon. I was hoping my granddaughter would come visit before then.
(in response to Donna suggesting she simply stay Ishtar) I’ve thought about doing that. Believe me, I have. But that’s not the way things work, Donna.
Donna Marquez is a woman in her 60s who earlier in life was a stuntwoman for the actress who played the Incredible Ishtar on television. She is unnerved by the magic the Barbara shows her in becoming Ishtar. At a later point in the series, she herself becomes Ishtar, thus this is a recurring role.
(in response to being asked why she wants to sue her retirement community) For losing my friend Barbara Manning. She’s one of the people Anna Kat reads for.
She can barely get around with a walker. And lately since her birthday, when I have seen her, she hasn’t seemed to be doing well at all. So, she shouldn’t be able to be hiding from anyone right now.
(frightened) I don’t know what’s at work here, but I don’t want any part of it.
Ishtar is a superheroine in the mold of "Shazam" Captain Marvel, where after saying the word, she becomes a different person. Her looks in this episode are those of Anna Kat (Amazing Woman). Eventually she looks like actress Linda Cameron when she returns. This, thus, is a recurring role. She's sassy and unrestrained, like a teenage girl who thinks she knows everything.
In this episode her personality reflects Barbara Manning. Later, it will reflect Donna Marquez.

(In response to Amazing Woman saying her roadside manner could use adjusting) I was going to say your face needed adjustment, but you’re not bad looking.

(When asked by Donna why she looks like Anna Kat [Amazing Woman]) You know I never watched your show. When you told me what Linda looked like, you said she looked like Anna Kat. So, I guess the magic made me look like her.
