The Penguin wasn’t always at the top of the food chain, he’s short, round, had a nasally voice, and didn’t get to the top out of violence. Well, not personal violence. He called the shots and had hired muscle so his hands were never dirty but he reeked of criminal activity, and the new DA Harvey Dent has made it his mission to clip this Penguins wings.
