Always cheerful and always looking and acting flashy and says whatever comes to mind.
Due to his extreme dexterity, he worked part time as a handyman when in the Academy. Even after being a "Hero", he continues to work as an informant whose intel never lets you down. He'll accept any request as long as there's money involved.
He always has candy or gum in his pocket and has a tendency to give people strange names.

Billy's voice is "sing-song" with a slight to somewhat raspy quality. He should sound friendly and inviting with an infectious energy. He never seems to get angry - rather, he'd sound disappointed that the fun is ruined.
When raising his voice, he likes to speak in an almost exaggerated manner and can even be childish and eccentric at times, such as using multiple pronouns to refer to himself.
