We all know Quinn is paranoid about his society crumbling, hench the scarp wall. I think he sent the frontier out to kill flock members and whoever crosses their path.. He is sending a message to us.
So in the end, this sounded too much to me like a fantasy medieval era ghoul of goblin. I needed to hear some more conviction in you dialogue reading as well. With a few tweaks here and there you would've nailed it.
