Series Logline — The Ninth Division
In a smoke-choked industrial city where supernatural incidents are quietly erased before sunrise, The Ninth Division handles what no one else can.
Their most effective weapon isn’t a task force — it’s Camille, a contained high-level entity who surrendered herself for reasons no one understands. Paired with Sylus, a veteran officer who has outlived every partner he’s ever had, the Division walks a fragile line between control and catastrophe — because the greatest threat to the city may not be what stalks the fog… but what hunts it.

With Summer approaching and my final year on the horizon i want to get the last few characters for The Ninth Division casted and ready for September! Over the next couple of months i'll put up two castings for two characters and then create a short storyboard animatic to introduce them to the world!

I'm creating a new short around 30secs - 1min film about a ‘company/division’ who helps a city solve, fix, cover up, get rid of (you name it) supernatural issues. Think, peaky blinders, carnival row and RIPD’s gritty themes meet the animation style of The Gaslight District and Ultrakill.
The name for this Short Film will be "The Oil which Bleeds into the Ocean - The Ninth Division" take that as you will! (Spoilersss)
I'm looking for two lovely VAs to voice the two new characters in this short film, Ephemeris (The Puppeteer) and Kaia! In this short Ephemeris talks a lot. He is a very very important character! Kaia is equally as important but in this particular short only has 3/4 lines hence the lesser pay THIS TIME (She will have her own animatic in the future since this is Ephemeris's introduction.)
Due to this being a student project for my masters degree there's a chance you may be asked to re voice these same characters in future projects but no guarantees! (paid of course)

Camille is what happens when something ancient grows bored.
A high-level supernatural entity who willingly surrendered herself to The Ninth Division under undisclosed terms, she now operates as one of their most effective (and least controllable) field agents. No one is entirely sure what she is. Very few are brave enough to ask.
Effortlessly composed, razor-witted, and chronically under stimulated, Camille treats city-threatening anomalies as light recreation to feed her own amusement. Most cases that would dismantle trained units barely raise her pulse. The real danger isn’t whether she can solve the problem, it’s how much she’ll enjoy doing it and how little fallout there will be.
She flirts for sport, provokes for amusement, and escalates situations simply to see what will happen. Yet beneath the elegance and amusement lies something calculated. Camille chose containment. Camille chose structure. And that choice is far more unsettling than her power.
The city fears what stalks its everlasting fog.
The Division fears what walks back out of it smiling.

(soft sigh) Please tell me it’s something interesting this time. If I have to exorcise another possessed vending machine, I’m filing a complaint.
(flirtatious) You worried about me, Sylus? Good. I was getting restless.
So what are we thinking? Demon accountant? Haunted tram line? Smuggling ring with a taste for blood sacrifices? (gets increasingly excited as she lists off the possibilities) (pause) Please say the mayor’s cat didn’t turn into something inconvenient again?
Sylus is what survives.
A simple city officer turned Division handler, he has spent decades navigating the thin, rotting line between the natural and the unspeakable. Most officers burn out, disappear, or die before thirty. Sylus endured. But at what cost?
Measured, blunt, and perpetually unimpressed, he operates with the exhaustion of someone who has seen every variation of horror and stopped reacting to it years ago. His job is no longer to be shocked... it’s to contain the damage.
Specifically, Camille.
Assigned as her handler, oversight, and contingency plan, Sylus understands her capabilities better than most - and trusts them far less than she does. He does not indulge her theatrics. He does not entertain her provocations. And he does not mistake her compliance for safety.
Where Camille is inevitable, Sylus is immovable.
He doesn’t fear the monsters in the fog.
He fears the ones who volunteer to hunt them.

East Borough docks. Three missing. No remains recovered. Witness statements describe a figure. Over seven feet. Limbs bending the wrong direction.
They said it was smiling.
If it’s what I think it is… don’t play with it.
Few know his true name, Ephemeris.
They never hear him arrive. They feel him. A tightening in the air. A tremor beneath the skin. The feeling that something invisible has just brushed the back of their neck.
Only a title is whispered when monarchs fall silent and new celestials draw their first breath:
The Puppeteer.
His movements are like a dance, fluid, erratic, playful in a way that never feels safe. His body is a distortion of shadow, shifting ever so slightly out of focus, as if reality itself struggles to hold him still. A white mask stretches across his face, carved into a smile too wide to be just joy. Behind it there is nothing, only a hollow shifting void.
He does not crave conquest. He craves a show.
Ephemeris sees what others cannot: the glowing lifelines that tether every supernatural to their soul gem. To him they appear as silk threads, coloured light, stretching invisibly across the city. With a flick of his fingers, he can pluck, tangle, or sever the lines of lesser beings, turning them into marionettes mid-performance. Their panic, their confusion, their spiralling collapse… all part of the delicious spectacle.
Ephemeris is unpredictable by design. He appears from nothingness and perches above conflicts just to watch them unfold. To him, devastation is choreography. Betrayal is dialogue. Collapse is a crescendo.
He does not see himself as cruel.
He sees himself as a curator of performances.
And the Ninth Division? They are simply his most interesting stage yet.

His voice constantly sounds bright and jester-y, yet soft and welcoming, always putting on a performance. But sometimes, something sinister falls through and the warmth fades to something like a warning. Age wise, think mid-late 20s though he is ageless)

Ohhhh…I KNOW those eyes! ( Quietly giggling like an excited child then whispers) A forgotten fairytale…very old. Buried beneath saltwater and brime. Though the ending changes every time.
(Theatrical sigh) You caught me during the final scene! Normally I despise interruptions… (Tone turns slightly darker) …but occasionally one discovers an interesting addition to the cast.
(His voice softens, almost affectionate) Hmmm we are going to have such fun together. (Voice quieter still, low enough to feel like a secret passed through courtship) When you finally remember what sleeps inside you, I wonder whether the city will survive your awakening?
There is something ancient in Kaia's eyes. Something yet to be revealed.
Yet Kaia herself is a gentle soul. Believing in people. Far too much, some would say.
By day she works as a journalist for the Division Corporation, chasing stories through dim alleyways and blood-stained streets with camera and notebook in hand with far too much excitement for the given situations. Witnesses talk easily around her, criminals underestimate her, and she always seems to arrive exactly where something important is about to happen or has already passed. Kaia lives for the truth. For the thrill of uncovering what others hide. Every case, every interview, every photograph is another thread in a larger mystery she feels pulling at the edges of her life.
Especially since the death of her parents, a memory she neither knows whether she wishes to forget or fight to keep.
The deeper she digs into their past, the more impossible the story becomes. Files disappear. Names are redacted. Some investigators refuse to speak to her at all. Calling it just a mistake in the system. And somewhere buried within those secrets lies the truth her father once fled from, the truth of what she really is.
Kaia doesn’t know it yet. But something in the dark does. Something patient. Someone is amused.
From the shadows, The Puppeteer watches, curious to see what kind of story the girl with the glass eyes will become. Eager to have a hand in said story.
Because if Kaia truly awakens to what sleeps inside her…
The city will not be ready for the wakened tide that follows.
