Flighty, abrupt, and snappy with her elders, Jolyne in her teenage years was easily considered a delinquent and lost cause. Bitter at Jotaro for being absent from her life, she tried multiple times to catch her father's attention by committing multiple minor crimes and went to jail several times for them. Because of her father's absence, Jolyne was said to be dependent on the affection and approval of those around her[8], and she was ready to cover Romeo's accident, resulting in her being sentenced to 15 years in prison for it[9].
True Neutral
True Neutral are characters who don't fall into either extreme. Most of the time, these characters are seen keeping balance or simply not caring. Some True Neutral characters do heinous things, but never without justification. They tend to return the same treatment that they receive from others and just act naturally for the most part.

Emporio is first shown as a timid, awkward boy, rather unwilling to join the battle.
However, as he continues to help the heroes, he is slowly dragged into the fight himself. He proves helpful by using his computer to gain information regarding the villains' powers, and in helping Jolyne out of several tight spots by hiding her in his "ghost room."

But they might sometimes be on the side of heroes just to claim their keep. Most typical bad guys fit into this alignment. Though some are anti-heroes too.
