This lunatic will either be growling or softly speaking while drowsy into the mall's intercom mic. Finding him will result in the player unlocking the path towards the Medicated Ending, the most grotesque ending of the game! How fucking fun!

Voice: medium high. He sounds like a regular 1950's man. I don't know why VAs were doing Joker impressions, but he just sound like a plain family man that talks really slow.
