He's one of the Villains of the comic 

He tends to be stuck up and high and mighty. He's more powerful as he's a higher class of monster and tends to shove it in everyone's faces, showing he knows more than them.

I imagine his voice to be flowing like a river but also sounding like a know it all while also sounding like a gentlemen, he's also very crazy and sadistic so he tends to be very cheerful.
