He's seen as the most annoying by the other Proxies as he loves to spy on the others, listen in, cut in when he can and he loves to give suggestions that will never work or that will embarrass the other Proxies, he loves to tease them but he's similar to like a younger brother.

I imagine his voice to be slightly like before a kid hits puberty, where he sounds like a teenager, his voice kinda snotty at times depending on what he's saying (like if he was saying something sarcastically)
