Captain Monroe is the head of the guards at Junkflea, a major trading town in The Frontier. Monroe is level-headed and intelligent.

Record all audition lines while referring to the notes below for each line and do one take of each line. 

For the first audition line, you are plainly stating your position in this settlement. You're not particularly friendly or aggressive. You keep the law and he's just a civilian. As of this moment, you are not keen to develop any sort of friendship with the courier as you do not know him/her yet. However, as you get to know more about the courier, your behavior towards him will be more amiable or more aggressive. When you mention the mayor, the courier can obviously tell through your voice that you deeply respect the mayor and hold him in high regard. 

For the second audition line,  you are grimly stating the current state of affairs of the settlement. You definitely feel Junkflea could be doing a lot better, but you and your guards can only do so much to support it. You feel the situation is bad in general but you and your guards may just need to accept that as everyone in the force is already trying their best to maintain the law. When you mention how the slums are a cesspool, there is a bit of anger and disgust in your voice too. Not just because you think it could be better, but also because you are strongly against any form of lawlessness.  

For the third audition line, you are coldly and plainly stating your feelings about the courier after declining an offer from him/her. You want him/her to know that you aren't just some dirty official who'll accept a bribe. You hold your position with integrity and discipline. If the courier wants to deal with you, he/she better be on the side of the law more. You are also intimidating and powerful here. You want the courier to know whose word is the law around these parts.
