The Blue Bomber himself! In this issue, Mega Man starts off corrupted by Wily's programming after he defeated all the Robot Masters. He doesn't say much in this state obviously but then once the antivirus is installed into him by the Light Robots Masters, he's back to his usual self!

For voice references, while I'm not looking for direct impressions, but think of around Deku from My Hero Academia, a bit of a deeper tone of how Cole Howard voiced Mega Man in the Powered Up game, these are just some pointers to give you an approach.
