I may not be a big fan of the actor due to various reasons, but I believe Marlon Brando(Superman: The Movie) would make a good voice reference for Jor-El.

Jor-El's voice exudes authority and wisdom, infused with centuries of knowledge and experience. It bears a refined elegance, softened by a touch of warmth and compassion, a testament to his profound love for his family and his people.
