Officer Frank is a minor character of The Rise Of Jonathan Siegefred, he’s at being caught in Arachna’s web but now is free.
He’s Caucasian.
As the name implies, he’s a police officer, who works with her partner Susan. He’s seen congratulating Bianca and John for saving the city.

(Also yes, if you’re not happy with the sample of voice shown here you can try and give him or her a voice you think will suit the character. However I’ll be judging and deciding whether if that voice will be chosen or not.)
