This is gonna sound funny, but I think Dan Ackroyd with some gravelly tones and an older sounding voice could work for the Tinkerer.

Phineas Mason began his career as a gifted inventor with a legitimate business, but financial difficulties led him down a darker path. He turned to a life of crime, using his skills to develop cutting-edge weaponry for various villainous enterprises. The Tinkerer is not a physical threat himself as an elderly man, but his creations often pose significant challenges for heroes. He operates in the shadows, selling his services to the highest bidder and staying one step ahead of law enforcement. The Tinkerer's voice would have an apparent calculating tone, reflecting his intelligence and confidence. It should carry a hint of arrogance and a sly undertone, emphasizing the character's cunning nature. The voice should be versatile, capable of conveying both the calm demeanor of a mastermind and the occasional frustration when his plans are foiled. In addition, there should be a gravelly undertone to how he speaks, something which shows his age.
