The Brotherhood of Steel is a quasi-religious military organization dedicated to locating and preserving technology from those who would abuse it. They are known for accosting travelers for technology and have been at war with the New California Republic for quite some time. During New Vegas, they are a shadow of what they once were due to the war.
This Paladin is speaking to another about how sick they are of VR Training, and their wishes to go topside.
