Powder Gangers are escaped convicts from the NCRCF. After rioting and taking over the prison as their base of operations, the Powder Gangers run rampant across the Wasteland around Goodsprings, looting, murdering, and other horrible things.
This Powder Ganger has been stalking a Brotherhood Scouting Team, and right when they let their guard down, he blows them to pieces with dynamite before rushing to loot them. He attacks the Player when he spots them.

My only hang up with this audition is the lack of cheer. You just blew apart a Brotherhood Scouting Team and now have access to high tier loot, until the Player comes along. This just sounds like you're having a conversation with one of your buddies.
