Basically I always imagined him having a Oscar the Grouch type voice. Considering the Fact that I grew up with Sesame Street ever since I was a kid.
If you're new to this type of voice, Allow me to do my best to be descriptive as possible.
Oscar is thick-skinned and stubborn. Oscar keeps up the appearance of being annoyed by everyone. (I think he has a little bit of a new york accent. I can't tell)

Oh No.....A HAPPY PARADE IS DISTRUBING MY SLEEP!!!!! HEY YOU THERE!!!! SCRAM!!!!! GO SOMEWHERE ELSE TO DO YOUR HAPPY HAPPY JOY JOY PARADE WILL YA?!?! CAN'T YOU SEE I'M TRYING TO SLEEP?!?!
