Galcian is the commander of the Valuan Armada. Like Empress Teodora, he is very power-hungry. He believes that only the powerful matter and the weak exist only to serve the powerful. His loyalties lie more to himself than to the Valuan Empire. And since he sees himself as the most powerful, it only makes sense.
