Ceáser is an abrasive, loud, and violent entrepreneur that finds himself getting the short end of the stick in Killing Game Quarter. He practically only speaks in yells, unless he feels like he is in genuine danger for doing so. This role in the story in terms of speaking is very minor, however his character as a whole jumpstarts all of the events of the novel.
