In his view, "Chaos Creates Cash", so the more violence and anarchy that can be caused under his watch, the more ratings boost, and the more money fits in his already oversized bank account. At the end of the day, as long as he moves the needle, no one is telling Chris that he isn't doing his job. Because he is.
