Firstly, to know Chong, one must know he is part of the Trochili, a tribe of vault dwelling lizard people that were originally feared barbarians but now spend their time trading and taking drugs, partying it up, raiding settlements, trading weapons, and mass fornicating. They are usually extremely high and chilled out. Chong is a Trochili chem dealer. He's the most chillax out of everyone.

With some Trochili such as Chong, they will often overuse sibilants in between their words. In other words, they will often over annunciate and add a lot of "s" sounds when speaking; they sound like snakes. Moreover, this means the extra "s's" within lines are there on purpose and to be annunciated. For a reference, I'd like a voice that's a mix between Kaa from Jungle Book Animated Version (https://www.youtube.com/watch?v=Nh5kxentrY0) and a very relaxed interpretation of the Male Argonian from Morrowind (https://www.youtube.com/watch?v=hBIGrJGMc0k).

Record all audition lines while referring to the notes below for each line and do one take of each line. 

For the audition line, you truly think highly of your queen. Without her, life wouldn't be nearly as fun or fulfilling as it is now. Just her presence means your mood is about to become extremely positive. You're also high as a kite here so feel free to slur the words and slow down the pacing.
