Tails is Sonic's best friend, besides being a young fox he's clever when creating inventions and tries to be like his hero and friend.

I imagine his voice being a little high but not as high as Sonic X Tails or the main game line of Sonic. I'm always open to hearing a VAs take/spin on the character so keep that in mind!
