Jorji is the police officer of the area who frequently patrols around the area, and will visit the cafe on his breaks for a drink and a chat. 

(Though Jorji has a more significant role in the game, he has barely any dialogue in the comics, so this role is being combined with a minor character with many lines that we'll call green haired dude.)
