She hired the two doctors in the first place and manipulated them into thinking that this is the right thing to do; these girls deserved it, according to her. She has no mercy for the mentally ill youth. She wants them all to be experimented on so she can see why they are the way they are. Deep down, maybe she cares. But on the outside? Fat chance.
