[50-60] Fred is motivated by few things in life - money, booze, and women. He's not all too smart, he never fought in a war, and he never had any great career inclinations. However, his family owned the profitable fisherman's bar - The Lorelei, granting him a job that would keep him afloat until he passed it off to his son in the early 1960s. He considers his days playing rugby as a youth to be his crowning achievement. Ever since retiring early, he's found himself a seat on the town council, and quickly made sure to cozy up to Kent and join his personal circle.
"I would like to stand up in agreement with Cosgrove's proposition. As a previous small business owner myself, I understand the struggles that each and every one of you go through. However, it is our duty to improve our community here. Forget everything else and think about how much revenue will be brought in to the workers, and to us. It's a win-win for everybody involved." [Explaining to other members of the council why building on land with questionable legality is the right move (after taking a bribe)]
